Reservation for Scheduled Castes and Scheduled Tribes - a Failure Story of Most Deprived Sections of Indian Society

I came across the following passage that gives strong reasoning to the issue that whether or not reservation for Scheduled Castes and Scheduled Tribes has been successful or a failure for upliftment of the most deprived sections of the India society. Please read it below:

“In the sphere of political representation, S.C.'s (Scheduled Castes) are elected to all the reserved seats, but whether or not they forcefully and adequately represent the interests of those who elect them is debatable. Some progress has been made in the sphere of education; in fact, it seems to be the most successful part of the policy. In the sphere of reserved jobs and government services, however, “the position as regards the actual representation of Scheduled Tribes and Scheduled Castes in posts under the various Ministries of the Government of India and their Attached and Subordinate offices is not satisfactory” (India. Commissioner for Scheduled Castes and Scheduled Tribes 1962: 278). Such results seem to reflect adversely on the provisions for education, since those educated under the provisions must be either too poorly educated to get into government services or insufficiently educated to get into the higher posts.”
